We consider Initial Implementation of structured literacy the first one or two years of actual implementation, with Tier I instruction dedicated to structured literacy practice at a minimum.

Literacy leaders in this phase have provided structured literacy professional learning to all or most of staff and have adopted or organized Tier I instruction in structured literacy practice. SoR aligned screening and diagnostic measures are in place or being planned to provide sound literacy instruction to all students.
